Key Official Portals for Land Purchase & Sale in Kerala



1. E-Rekha (Kerala Land Information Mission)

Kerala’s official land-record portal. You can access land records (ownership, cadastral maps, survey/resurvey data), make payments, and download digitally signed documents.

Benefits: Transparent, secure, legally valid documents accessible online anytime.

2. Ente Bhoomi Land Portal

A unified land portal integrating data from revenue, survey and registration departments. It enables seamless land-related transactions with authenticated details even before registration.

Note: As of January 2025, all land purchase and sale applications have been mandated to be submitted via this portal.

3. IGRS Kerala – Encumbrance Certificate (EC) Portal

Official website for applying for and downloading Encumbrance Certificates online—an essential document verifying absence of encumbrances on land.

Process: Provide district, sub-registrar office, survey or document number, year range, and download EC—all from home.

4. Kerala Registration Department Portal (Pearl)

Used for tracking applications like document registration, Encumbrance Certificate, certified copies, and more.

Features: A daily-updated dashboard showing application counts and revenue figures—for instance, up to 19 August 2025.

5. Fair Value of Land – IGRS

The government-determined "fair value" of land, which serves as a benchmark for calculating stamp duty, registration fees and property taxes.

How to Access: Available via the IGRS website (same as the EC portal).




Supporting Departments & Programs



Department of Revenue and Land Survey (Revenue Vakupp)

Role: Governs state land management, usage policy, survey and land reforms. It oversees important sub-departments such as the Land Revenue Commissionerate, Directorate of Survey and Land Records and State Land Board.

Kerala State Land Bank (KSLB)

Role: Manages public lands—inventory, surveillance, lease and potential purchase of lands for redistribution or sale under social welfare goals.

Current Status: Project has been put on hold as of 2022.

Kerala State Housing Board (KSHB)

Role: While primarily focused on housing development (through housing schemes and plots), KSHB also sells residential plots and develops land in various income-group categories.

Activities: Plotted land for housing, including rehabilitation and EWS housing, are part of its functions.

Greater Cochin Development Authority (GCDA)

Role: Oversees urban development in Greater Cochin area, including the development and sale of residential plots.

Scope: Managed the development and sale of 1,700 residential plots in planned housing colonies.
